Comprehensive evaluation: 《Heavy Storm Duster》is easier to use.
That one has looser activation conditions, and if you use it during your opponent's turn, there are no restrictions.
This card needs to be destroyed and there is a possibility that it will spoil.

His Spell/Trap can be removed with card destruction as a trigger, and since it destroys two cards, it has the advantage of being able to remove more than Cyclone or Sand Dust.
Unfortunately, now Tsuitsui and 《Heavy Storm Duster》are almost upward compatible with the same number of removals.
Even if it rots, it will remove 2 cards, so it can be differentiated by cost and disadvantage, but I think it's a card that can't be forced to use.

You can fulfill the conditions yourself, so the activation itself is not difficult.
However, with the same Trap that can be activated at any time with only one card in hand, Nokos Flice's 《Heavy Storm Duster》appeared, and it almost lost its raison d'etre.
If you look at the details, it's not that there's no point of differentiation, but it's not a big difference in priorities.

It's a card that looks a little strong but is quite difficult to use.
Destroying two Spell Trap at no cost is powerful, but the activation conditions are unexpectedly troublesome and you have to destroy two, so there is a question whether it can be activated at the desired timing.
《Heavy Storm Duster》came out without any particular place to play, so it will probably not be used anymore.
Due to a bug in WCS2011, it couldn't even be activated, so it was a genuine trash card that could only be used for bluffing and hand cost.

The activation conditions are not that heavy. Multiple destruction is also quite delicious.
However, I am afraid of instability because it is absolutely two cards and it is powerless to destroy this card itself.
What about decks with self-destroying cards, such as Geartown?
It's pretty good for accelerating destruction, but it's hard to handle. The Storm is back and there are 3 Cyclones, so why not go this far?
